History & Governance

Qassala is the heart of Greater Qirus—both symbolically and politically. Grand Sultan Bene Drakkar issues royal decrees only in times of dire need, having done so a mere two times in the past century. While city-states under Qassala’s domain enjoy broad autonomy, they must pay a semi-annual tax every Blood Moon. This levy is collected by the formidable Grand Sultanate Caravans, which also function as roving armies to enforce compliance.
